For decades, IUOE operating engineers ran and serviced heavy equipment whose brakes and clutches were lined with asbestos, and stationary engineers operated the powerhouse boilers, chillers, and steam systems wrapped in asbestos lagging at virtually every power plant, refinery, hospital, and industrial plant in the United States. Why IUOE Operating Engineers Were Exposed to Asbestos
The trade's exposure came from two directions: the friction products inside the heavy equipment operators ran and serviced, and the boiler-room and powerhouse insulation stationary engineers operated and worked amid every shift.
Brake bands and clutch friction on the heavy equipment
The dozers, cranes, draglines, shovels, and haul trucks operators ran relied on asbestos brake bands and clutch friction discs to stop and control enormous loads. When an operator or the operator-mechanic serviced those brakes and clutches — blowing out the housings, filing and fitting new friction material, and grinding old linings — asbestos fiber was released directly into the breathing zone. Field service and shop maintenance on this equipment was a routine part of the job across the era.
Stationary engineers in the boiler room
The stationary/plant branch of the trade operated and maintained the boilers, chillers, turbines, and steam-distribution systems of powerhouses, hospitals, universities, refineries, and industrial plants. Those systems were wrapped in asbestos pipe covering and asbestos-block hot-side lagging. Running, inspecting, and maintaining them — and being present when insulators or pipefitters cut and tore out that lagging for repairs — meant daily contact with airborne asbestos across a career.
Confined spaces and inadequate ventilation
The trade worked in the places asbestos lived: powerhouse boiler rooms, mechanical rooms, pump and chiller rooms, equipment cabs, and repair shops. These spaces were poorly ventilated when they were ventilated at all. The fiber that went into the air stayed in the air, and stayed in the worker's lungs.
Take-home exposure
Operating engineers went home from work in dusty clothes — brake and clutch dust from equipment service, insulation dust from the boiler room. Spouses who laundered that work clothing inhaled the same fibers. This take-home exposure is documented in the medical literature as a cause of mesothelioma in spouses and children of workers who never themselves set foot on the jobsite.
Respiratory protection came too late
OSHA's first asbestos exposure regulations were promulgated in 1971 — after decades of unrestricted exposure. Even after 1971, enforcement was uneven; respirators were available but their use was not consistently required or even encouraged on industrial worksites. Most operating engineers who entered the trade between 1940 and 1975 — now in their 70s and 80s — completed their careers with very little respiratory protection at all.
The occupational-health record
Dr. Irving Selikoff's Mount Sinai research documented elevated mesothelioma incidence across the construction and stationary/plant trades. The disease pipeline, driven by mesothelioma's 20-to-50-year latency between exposure and diagnosis, continues today — the cohort that entered the trade in the 1940s through early 1970s is being diagnosed now, and will be for the next two decades.
A Brief History of the IUOE Operating Engineers Trade
The trade emerged with America's industrial buildout. Its history mirrors the country's century-long reliance on pressurized steam — and on asbestos as the material that made that steam safe to work around.
1896 — The founding
The International Union of Operating Engineers was founded in 1896 in Chicago, Illinois, organizing the steam-engine hoisting operators and stationary engineers of the era. The union maintains its international headquarters in Washington, D.C. From the first steam shovels and coal-fired stationary boilers through the modern earthmoving and building-automation era, the IUOE has organized the operators and plant engineers who ran America's machines.
1900s–1940s — Growth with construction and industry
The trade grew alongside the electric utility power station, the petroleum refinery, the integrated steel mill, the interstate highway, and the surface mine. Each generation of buildout required hoisting & portable operators to move earth and set steel, and stationary engineers to run the boilers and plant machinery. The heavy equipment they ran used asbestos in its brakes and clutches; the boilers they operated were lagged in asbestos. The trade did not choose these materials; the equipment engineers did.
1940s–1970s — Peak membership and peak exposure
The buildout of American industry following World War II coincided with the peak membership era of the trade. Power plants, refineries, the interstate highway system, the suburban hospital construction boom, the surface mines and quarries — all of it required operating engineers, and all of it put them on asbestos-braked equipment and in asbestos-lagged boiler rooms. The trade's exposure was at its highest concentration during exactly the era now showing the highest mesothelioma incidence rates among retirees.
1970s — Federal recognition
OSHA's 1971 asbestos exposure regulations followed the Mount Sinai cohort studies documenting elevated mesothelioma rates across the construction and industrial trades. By the late 1970s, non-asbestos friction materials and non-asbestos insulation began entering the supply chain.
1980s–today — Post-asbestos era
By the 1980s, asbestos was substantially phased out of brake and clutch friction products and of boiler insulation. Members who entered the trade after roughly 1985 worked under a substantially safer materials regime. But the disease pipeline from the 1940s-1970s exposure cohort continues. Operating engineers who started their careers in the 1950s, 1960s, and 1970s are the population now being diagnosed with mesothelioma and other asbestos-related cancers at extreme rates relative to the general population — and the next two decades will continue to draw heavily from that cohort.
